The Regulatory Commission for Energy of Republic of Srpska (Regulator) was founded on 13th September 2002 in order to regulate the monopolistic behaviour and provide the transparent and non-discriminatory position of all participants in the electricity market in Republic of Srpska, pursuant to the Law on electricity (Official Gazette of Republic of Srpska number 66/02, 29/03 and 86/03).
The Regulatory Commission is a specialized, independent and non-profitable organization in performing its activities. The task of the Regulatory Commission is to provide the conditions to open the market for free competition in those activities which are not inherently monopolistic by their nature, and, as far as the monopolistic activities are concerned, to provide equal access of all parties, quality of services and fair price accompanied by the profitable running a business of the participants, respecting the generally accepted international standards.

Access of the Public
All information, except those pieces which are considered confidential (defined by the Rule Book about the confidential information of the Regulatory Commission) is available to the public on time. Also, all sessions of the Regulatory Commission are public except in a limited number of cases when it is about the confidential information, trade secrets or internal matters. Decisions of the Regulatory Commission are published in the Official Gazette of Republic of Srpska, while the overview of the public documents is provided by the Regulatory Commission in a reasonable period and place determined at its own discretion.
